Read ‘em：東京が初の２位

For the first time, Tokyo came in second in the annual Global Power City Index, which ranks cities according to their ability to attract people, enterprise and capital.

Released Dec. 17 by the Mori Memorial Foundation, the rankings score cities against six different categories — economy, research and development, livability, environment, cultural interaction and accessibility.

Tokyo, which had been in third place since 2016, surpassed the previous long-term second-place city, New York. The gap between New York and Tokyo had narrowed last year.

The Japanese capital’s improved score was particularly pronounced in the categories of livability and cultural interaction. Tourism was also a component of this metric.

Speaking during a news conference announcing the results, Hiroo Ichikawa, executive director of the Mori Memorial Foundation, called Tokyo’s improvement “significant,” and cited the city’s soft power and cultural offerings.

While Tokyo’s standing has improved, Japan faces underlying economic issues, according to the findings, with economic and labor shortages being key challenges. Limited English capabilities were also a challenge in the country’s global competitiveness.

London, despite a decline in its overall score, retained the top spot, a position it has held since 2012, in part due to its strong cultural interaction and accessibility ranking.

森記念財団が12月17日に発表したこのランキングは、６つの異なる分野（経済、研究・開発、居住、環境、文化・交流、交通・アクセス）で都市を評価している。

2016年以来３位だった東京は、これまで長年２位だったニューヨークを超えた。ニューヨークと東京の差は昨年、縮まった。

日本の首都のスコア向上は特に、居住と文化・交流の分野で顕著だった。観光もこの指標の構成要素だった。

ランキングの結果を発表した記者会見で森記念財団の市川宏雄理事は、東京のランキング上昇を「意義深い」と述べ、この都市のソフトパワーと文化が提供するものを挙げた。

この調査結果によると、東京の順位が上がったものの、日本は根本的な経済課題に直面しており、経済的・労働力不足が主要な課題だ。英語力不足も、日本の国際競争力における課題となった。

ロンドンは総合スコアは低下したが、2012年から維持している首位を守った。その理由の一つには、ロンドンの文化・交流と交通・アクセスの順位の強さがある。
